Microsoft 365 Filtering Bypass:
This guide helps resolve cases where some of your messages are categorized as “junk email.”
It is possible that a Microsoft 365 tenant belonging to one of our clients classifies incoming messages as “junk email.” This behavior is caused by checks performed by the Microsoft 365 tenant, including SPF verification (which can only fail in this case).

Spam Confidence Level (SCL): Microsoft documentation about SCL
Return to the Admin Center and click on Exchange.
Go to the Mail flow section, then Rules, and create a new rule called “Bypass spam filtering.”
Name the rule and select:
“Apply this rule if > The sender > IP address is in any of these ranges or exactly matches.”Add our IP addresses.

Then select:
“Do the following… > Modify the message properties… > set a message header.”
Modify the “Enter text” fields:
Set the first text field to:
X-MS-Exchange-OrganizationBypassClutterSet the second text field to:
true
Then,
Add another action and select:
“Modify the message properties… > set the spam confidence level (SCL).”
Choose Bypass filtering to apply -1.
Finally, click Next and Apply the rule to complete the configuration.
